Une analyse sur le cas des États-Unis

Cette conférence, en anglais, examine la notion de « liberté sanitaire » (health freedom) et les enjeux politiques qui s'y rattachent dans les États-Unis contemporains, à un moment explosif pour la démocratie comme pour la santé publique. Elle soutient que le mouvement américain actuel en faveur de la liberté sanitaire est né d'un ensemble particulier de circonstances politiques, culturelles et médicales, qui ont atteint leur point culminant pendant la pandémie de Covid-19 et dans ses suites. L'analyse s'attache en particulier aux dimensions contestataires du mouvement Make America Healthy Again (MAHA) et à son alliance avec la politique de la seconde administration Trump. Pr. Martin Halliwell montre que l'articulation entre discours de la liberté sanitaire et discours du bien-être a façonné le 250e anniversaire du pays, en juillet 2026, moment charnière pour comprendre le paysage sanitaire profondément disputé du milieu des années 2020.

Pr. Martin Halliwell de l'Université de Leicester

Martin Halliwell est professeur de pensée et de culture américaines à l'Université de Leicester. Il a écrit ou dirigé dix-sept ouvrages, parmi lesquels une trilogie parue chez Rutgers University Press qui retrace l'histoire de la santé mentale aux États-Unis de la Seconde Guerre mondiale à la pandémie de Covid-19 : Therapeutic Revolutions (2013), Voices of Mental Health (2017) et Transformed States (2025). Il est également l'auteur d'American Health Crisis: One Hundred Years of Panic, Planning, and Politics (University of California Press, 2021), récompensé en 2022 par le prix du livre de la British Association for American Studies. Sa dernière publication est le volume American Literature and Therapeutic Cultures (Edinburgh University Press, 2026), codirigé avec Nicholas Manning. Son projet de livre en cours, dont est issue cette conférence, étudie les discours du bien-être dans la vie publique et politique américaine sous neuf présidences, du bicentenaire de 1976 au 250e anniversaire de 2026.

An Analysis of the Case of the United States

This talk, in english, explores the concept and politics of “health freedom” in the contemporary United States at this combustible moment for democracy and public health. The paper argues that the current American health freedom movement emerged from a particular set of political, cultural and medical circumstances that crested during and in the aftermath of the Covid-19 pandemic. The talk focuses specifically on the contrarian aspects of the Make America Healthy Again (MAHA) movement and its alliance with the politics of the second Trump administration. I argue that the interplay between health freedom and wellness discourses shaped the nation’s 250th birthday of July 2026, as an historic inflection point for understanding the deeply contested health landscape of the mid-2020s. 

Pr. Martin Halliwell of the University of Leicester

Martin Halliwell is Professor of American Thought and Culture at the University of Leicester. He is the author and editor of seventeen books, notably a trilogy with Rutgers University Press that trace the history of mental health in the United States from World War II to the Covid-19 pandemic: Therapeutic Revolutions (2013), Voices of Mental Health (2017) and Transformed States (2025). He is also the author of American Health Crisis: One Hundred Years of Panic, Planning, and Politics (University of California Press, 2021), which was awarded the 2022 British Association for American Studies Book Prize. His latest publication is the co-edited volume with Nicholas Manning, American Literature and Therapeutic Cultures (Edinburgh University Press, 2026). His current book project, from which this talk derives, traces wellness discourses in American public and political life across nine presidencies, from the bicentennial of 1976 to the semiquincentennial of 2026.
